A Once-in-a-Decade Opportunity

Dear Friends,

Over the past few weeks, I have been discussing a very important city process that will significantly affect your voting power and how you will be represented in City Hall for the next decade.

Every 10 years, a map of Los Angeles is drawn that divides the City into 15 districts of equal population. The residents of those districts will, every four years, nominate candidates from the district, and elect one to serve as their representative on the City Council.

Although this may seem like a pretty straightforward process, it is anything but.

Many competing special interests will seek districts that establish a political advantage for their particular candidate, party or group by manipulating geographic boundaries to create their desired electoral results. To find out more about how this is done, read my blog post on BernardParks.com.

In an attempt to make this process fairer and less political, in 2000, the voters of Los Angeles adopted a new city charter that took the responsibility of drawing districts away from the City Council and gave it to a citizen's commission. This Commission has held community meetings throughout Los Angeles, to give the public an opportunity to weigh in and share their opinions.

Thanks to you, the meeting in the Eighth District that was one of the most well-attended in the city. Numerous residents gave public comment to the Commission and about 95% had the same message: "I like my district; keep it intact." I couldn't agree more, which is why I endorsed a set of maps proposed by the group Coalition for Fairness in Redistricting that do just that.

Tomorrow we will find out if the Commission heard you and listened to you, when they release their first draft map of the new council districts. That map will be available for the public to view through this link. I urge you to stay engaged in this process by attending tomorrow's meeting, and speaking before the Commission to let them know what you think of their proposal.

Members of the public in the Council Chamber will be able to speak to the commission through a live video link.
