The first state to have a driving speed limit was Connecticut in 1901.  You could drive 12 mph in the city and 15 mph in the country.  
Until 1930 there were few states with an age limit to drive.
The speed limit became 55 mph in 1974 which was to conserve gas consumption.  That was the year restrictions were placed on 10 gallons of gas per customer.  The lines at many of the cities were around the block.
