A note from outgoing Chairman

As my term as president of The AV Chamber draws to a close, I am truly thankful for the opportunity I was given to serve my community. Although we faced many challenges over the last year, this has been an incredible journey for me and I am grateful to each and every one for their support and encouragement.
During my time as the Chairman, the Lancaster and Palmdale Chambers of Commerce merged to form the Antelope Valley Chambers of Commerce. As of today we are stronger than ever. 
I would like to take this opportunity to thank my wife Cassendra for her support throughout my year along with  the Board of Directors, the staff and especially you, the members. Everyone’s efforts and enthusiasm during a particularly difficult year was incredibly motivating. 
I would also like take a moment to Congratulate the incoming president for 2021/2022, A J Hampton. I wish you all the best and much success in the year ahead.

I am truly excited to be the incoming Chairman of the Board for this amazing organization.  I am looking forward to meeting all our members and finding out how we can help them grow to the next level.  Working with the Board of Directors is a motivating experience as they bring such a wealth of experience and wisdom to the table, we can't wait to explore proven ways to help grow your business.
I am blessed to be working with a seasoned CEO, who is not afraid to implement new things to benefit our community.  As the Antelope Valley Chambers of Commerce, our perspective now serves the entire Valley, we have the chance to accomplish more; more community involvement, more business education, more networking, more legislative influence, just to name a few!

    Medications for Addiction Treatment (MAT) can be a powerful tool for those struggling with substance and alcohol misuse. However, it hasn’t achieved the acceptance and adoption it deserves nationwide. That’s what Tarzana Treatment Centers (TTC) has long believed, put into practice, and is determined to prove with pioneering research, this works.
    A longtime advocate for MAT’s benefits, Ken Bachrach, Ph.D., has been a member of the senior leadership of TTC, a California-based non-profit treatment organization, since 1987. His goal is to help these patients work through their addiction and toward recovery.  “There was so much education that we had to do early on,” Bachrach says. “Not just with patients but with staff, because at that time everyone was wary of medication.
A Mission to Elevate
    TTC is committed to helping educate treatment professionals nationally on the ways MAT can improve treatment outcomes for opioid use disorder (OUD) and alcohol use disorder (AUD). There is no approved medication—yet—for addiction to stimulants like methamphetamine and cocaine.  During the COVID-19 pandemic, patient access to SUD treatment and potentially lifesaving MAT was vital. Such access can help address the risk of social isolation, economic insecurity, and mental health distress.  This process demonstrates to these medical professionals that MAT is a proven tool they can put in their toolkit. It’s something that increases the likelihood of recovery, lowers the likelihood of overdoses and death, and has been shown to be very effective.
    “If you want to work here at Tarzana, you have to realize that we are going to do what the science says, and one of the things that science says is that MAT can increase the likelihood of recovery, prevent overdoses, and prevent death,” says Bachrach.
    TTC works closely with each patient to provide customized MAT approaches. The clinical team also works at learning why some patients may be reluctant to use MAT in an effort to improve its educational outreach. “People are often not ready to take medications for a number of reasons including stigma, misinformation, or just ambivalence,” explains Dr. Bachrach.

    The Chamber supported the FY21 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant application submitted by the California High Speed Rail Authority (Authority).  Funding from this grant will include the Palmdale Integrated Station Implementation Master Plan in Palmdale, California.
    The Authority, in partnership with the City of Palmdale, propose to complete a Master Plan that would conceptually design an integrated, multi modal station and define the collaborative decision-making and timing of the site’s development. This plan is a key stepping-stone toward defining and delivering a world-class rail transit center and public community connectivity space that provides smooth connections between modes and services while integrating with and catalyzing transit oriented development.  
 
The Chamber supported another (RAISE) Grant Program, for funding for the Rancho Vista Boulevard Grade Separation Project.
The project proposes construction of a railroad grade separation of Rancho Vista Boulevard at both Sierra Highway and the double-track at-grade crossing of the Southern California Regional Rail Authority (SCRRA) Metrolink and Union Pacific Railroad (UPRR) tracks. This will consist of a six-lane grade separation (overpass) of Rancho Vista Boulevard at its intersection with the railroad tracks east of Sierra Hwy, to include access ramps to Sierra Highway. Being a safer and more efficient route, reduced vehicle-hours and economic stimulus offered by the Rancho Vista Boulevard Grade Separation project make it qualified to receive RAISE grant funding.
 
In partnership with the California Chamber of Commerce, the California Taxpayers Association, and other organizations we requested that the Legislature immediately restore the net operating loss (NOL) deduction and business incentive tax credits that were suspended and capped in the 2020 budget via AB 85. This action was taken as part of last year’s strategy to close an estimated $54.3 billion budget deficit – a deficit that never came to fruition. Sunsetting the suspension and cap would assist employers in their economic recovery.
Furthermore, we support if amended the budget proposal to pay down a portion of the outstanding unemployment insurance (UI) loan from the federal government. The Governor has proposed to pay $1.1 billion towards this outstanding debt. We respectfully request a higher amount to be contributed toward the UI fund’s insolvency, which is currently $21 billion, and for an ongoing commitment to continue applying surplus funds to the UI loan over the next five years.
    This pandemic created unprecedented unemployment numbers, which drained the State’s UI fund. The Employment Development Department recently stated that the current loan balance from the federal government is $21 billion and that this amount is expected to grow to $24 billion by the end of this year. Unless the State intervenes and pays off this outstanding debt, California employers will be forced to pay this loan through ongoing and escalating tax increases for decades to come.
    California’s UI program is funded exclusively by employers via state and federal taxes on wages. Employees do not pay any UI taxes. These employer contributions are deposited in the Unemployment Trust Fund (UI Fund) of the U.S. Treasury Department. States withdraw money from their account in the trust fund exclusively to pay UI benefits. If a state trust fund does not have adequate funds to pay benefits, as California experienced in May 2020, a loan is made from the federal fund so that all employee claims can be paid.
