Clearwave Communications has been an established business in Southern Illinois since May of 1995, but the company’s roots go back even further to when the cellular industry was just getting started in the area.  Clearwave’s founder and CEO, Scott Riggs, built and launched IL-9 Cellular Telephone Company, doing business as CellularONE, which operated out of Harrisburg.  CellularONE offered mobile telephone services throughout the 10 southeast counties of Illinois.  In 2002, Clearwave became a licensed Competitive Local Exchange Carrier to compete against Verizon for voice services, and was one of the first in the region to offer high-speed Internet services to both residential and business subscribers.    

Since its inception, Clearwave’s vision was to build the highest performing, most reliable network in Southern Illinois.  In 2010, Clearwave competed for and was awarded a state and federal grant to develop and build a middle-mile fiber optic network throughout 23 counties in Southern Illinois, with connectivity into downtown St. Louis.  The design for the network was to build a world-class, all buried, redundant fiber optic network that would provide robust, scalable, and high reliability broadband and voice services to the businesses and public-serving institutions in the region. 

When the project was completed in August of 2013, Clearwave had placed approximately 700 miles of backbone fiber and connected 232 Community Anchor Institutions, which included SIU, nine community colleges, 112 K-12s, 60 healthcare providers, 23 libraries, and 15, 911 Public Safety Answering Points (PSAPs).  

This was just the beginning.  The state and federal grants served as a catalyst for more fiber to be built and to reach more places in Southern Illinois than the Clearwave team had ever imagined.
