State/ National Chamber Updates

Highlights from Today:
 
 
The House and Senate were both in today.  
 
 
SENATE
SJRCA 1 (Harmon) passed the Senate Executive Committee today on party line roll call.  This resolution would seek to amend the Illinois Constitution to permit a graduated income tax structure.  This resolution was also read into the record for the first time tonight.  The Chamber testified in opposition to this proposal.  You can view our testimony here.  
 
SB 1591 (Sims) passed the Senate unanimously.  This legislation is an initiative of the Illinois Chamber and would create a new tax incentive for new or existing data centers.  The Chamber supports this legislation.  
 
SB 1624 (Glowiak) passed the Senate unanimously. This legislation amends the state's data breach notification law to require notification of a data breach of 500 residents to the AG upon notifying the affected consumer.  The Chamber was initially opposed but worked with the sponsor to remove our opposition.  
 
SB 1719 (Castro) passed the Senate 39-14-0.   This bill would create the Keep Internet Devices Safe Act and would seek to regulate microphone enabled devices.  The Chamber is opposed.  
 
SB 1854 (Curran) passed both Committee and the floor today.  This bill amends the Environmental Protection Act. Provides that beginning on the effective date of the amendatory Act no facility shall have fugitive emissions of ethylene oxide above zero. 
 
SB 1852 (Curran) passed both Committee and the floor today.  This bill provides that in the event of an ethylene oxide leak a facility shall issue a notice with specified information immediately upon discovery to all affected property owners and local government within 2,500 feet of the leak site. 
 
SB 1919 (Gillespie) passed the Senate unanimously.  This legislation requires the Illinois Community College Board to establish and administer a manufacturing training grant program. The Chamber supports.  
 
HOUSE
HB 357 (Yednock) passed the House 70-38-3.  This legislation would require the state to give preferential procurement treatment to Illinois made products.  Similar to HB 356, this legislation sounds good on paper but will invite retaliation from other states/countries, many of which Illinois companies sell products to.

Highlights from Today:
 
 
The House and Senate were both in today.  
 
Today, the Governor held another press conference in support of his graduated income tax plan.  Any change from the current competitive flat tax system would require a change to the Constitution.  SJRCA 1 (Harmon), the vehicle for the graduated tax system, received an amendment that would institute an 8 to 5 ratio from the highest individual rate to the corporate rate.  We are expecting the Senate Executive Committee to vote on the amendment tomorrow.  The Chamber plans on testifying and remains opposed.  
 
SENATE
The Senate Transportation Committee adopted amendment 1 to SB 766 (Crowe).  This bill would require ride-sharing companies to display consistent and distinctive signage or emblems (also know as trade dress) at all times.  The Chamber is opposed.  The sponsor agreed to hold the bill on 2nd reading until an agreement is reached.  
 
The Senate Public Health Committee adopted amendment 4 to SB 1909 (Castro).  This bill amends the Insurance Code and deals with postpartum.  The Chamber is opposed to the amendment.  
 
 
HOUSE
HB 356 (Mason) passed the House today 71-35-1.  This bill would require the state to procure items that are made in the USA.  While the objective of the bill is admirable, these types of proposals invite retaliation from our closest trading partners - many of which Illinois companies sell to.  The Chamber opposes this measure.
