Highlights from Today:
 
The House and Senate were both in today.  There are just 9 days remaining in the 2019 Spring legislative session.  
 
The Chamber held a press conference today to urge lawmakers to pass a data center tax incentive.  We will have video up on our Government Affairs Report later this week.  
  
SENATE
The Senate passed HB 834 (Moeller/Castro) today 41-14-0.  This legislation prohibits employers from masking job applicants previous wage history and benefits in job interviews.  Most troubling this legislation is designed to limit employers defenses.  The Chamber opposed this bill.  It heads back to the House for concurrence.  
 
The Senate Labor Committee adopted SA1 to HB 2557 (Andrade/Martinez).  This amendment cleans up language regarding the regulation of artificial intelligent interviews by employers.  With the adoption of the amendment, the Chamber is now supportive of the bill.  
 
HB 3481 (Gabel/Ellman) passed the Senate 36-17.  This bill repeals the Kyoto Protocol and would allow the State to regulate greenhouse gas emissions, which that statute currently prohibits.  The Chamber opposed the bill.  It heads to the Governor's desk.
 
The Senate Insurance Committee held a subject matter hearing on rate review.  The Chamber is opposed to this proposal.  
 
HB 889 (Swanson/Anderson) passed the Senate unanimously today.  This bill is an insurance mandate for the coverage of Lyme disease.  The Chamber opposed this bill.  
 
 
HOUSE
Nothing of major substance passed in the House today.

SENATE
HB 3233 (Sandoval) moved out of Senate Transportation today. That is the transportation funding bill backed by Operators 150 and sponsored by Senator Sandoval. An amendment on that bill is expected in the near future to address some concerns in the bill.
 
HB 2076 (Villa/Gillespie) passed the Senate and has been sent back to the House for concurrence. The bill bans the use of BPA in paper for all business records, including receipts. The bill received an amendment to limit the ban to the manufacturing and use of thermal paper if it has BPA in the coating, after January 1, 2020. With the amendment, the Chamber moved to from opposed to neutral.
 
HB 2764 (Hurley/Koehler) passed the Senate 57-0 and will be sent to the Governor.  The bill would allow for the use of less onerous manifesting for transporting non-hazardous waste.  The Chamber supported this legislation. 
 
 
HOUSE
SB 24 (Hoffman/Link) passed the House today 77-36-1.  This legislation would mandate freight train crew sizes.  The Chamber opposed this bill.

SENATE
Nothing of major substance passed the House today.
 
HOUSE
This evening, the House Revenue and Finance Committee passed the constitutional amendment (SJRCA 1) to permit a graduated income structure on a 9-6-0 roll call.   The bill establishing the tax brackets, SB 687, was not called for a vote this evening.  The Chamber is urging members to contact their members of the Illinois House to vote NO on SJRCA 1.  You can do so here.
