511 Contra Costa is a comprehensive transportation demand management program, which promotes alternatives to the single occupant vehicle. These efforts reduce traffic congestion and improve air quality by maximizing the use of the existing roadway system. Examples of the types of commute alternative projects that are implemented by 511 Contra Costa staff encourage carpooling, vanpooling, telecommuting, biking, transit, and walking. The programs demonstrate quantifiable results on an annual basis.

511 Contra Costa is sponsored by all twenty jurisdictions in Contra Costa County, California, through the regional transportation planning committees. The four Regional Transportation Planning Committees consist of SWAT (southwest county), TRANSPAC (central county), TRANSPLAN (east county), and WCCTAC (west county). Funding for 511 Contra Costa programs and projects is provided primarily by the Bay Area Air Quality Management District’s Transportation Fund for Clean Air, and a ½ cent sales tax approved by voters in the County in 1988 and administered by the Contra Costa Transportation Authority, which funds transportation improvement projects. A portion of Employer Outreach services and programs are funded by the Metropolitan Transportation Committee's Congestion Mitigation Air Quality funds. 511 Contra Costa sponsors this website which contains commuter transportation information pertaining to Contra Costa and the greater San Francisco Bay Area.

Contra Costa Transportation Demand Management (TDM) Programs
Prior to the passage of Measure C in 1988, Concord, San Ramon and Walnut Creek had already established local TDM Programs. With the growth management requirements of Measure C in 1988, four Regional Transportation Planning Committees were established in 1992 which incorporated the city's TDM Programs. In 1997, the four regions consolidated the TDM Programs. Collectively the four TDM Programs are called 511 Contra Costa.

With offices located in San Pablo, San Ramon and Walnut Creek staff are able to provide information detailed the specific transportation needs of the residents and employers. The offices work collaboratively to develop and implement seamless local projects and countywide programs.
