Centralized Municipal Income Tax Collection Reform

Ohio House Bill 5 will establish one set of municipal tax rules that would apply to all Ohio cities and businesses. It will minimize the administrative hassles many Ohio businesses face from cities that have conflicting notice requirements, appeal procedures, tax forms and documentation standards. As importantly, the bill sets uniform requirements pertaining to employee withholding, individual and business net profits taxation, and maximum penalty and interest charges.

Ohio House Bill 5 has been the subject of numerous legislative committee hearings and lengthy negotiations among the interested parties and legislative leaders for nearly two years. Since the bill’s introduction in January, the Ohio Chamber has been aggressively working with state lawmakers to pass HB 5. We are encouraged that there is sufficient support in the House Ways & Means Committee to recommend it for passage and hope that a vote by the full House on the measure will occur in September. Getting it through the legislature and to the governor by the end of the year is the Ohio Chamber’s top legislative priority for the remainder of 2013.
